City Council Minutes <br /> December 9, 2008 <br /> Page 4 of 6 <br /> Tim Houle suggested that the Council consider abolishing the Stormwater <br /> Management Utility and, similar to roads, budget and pay for stormwater <br /> management costs via the general levy. <br /> Council Member Nagel questioned how much money the City needs to <br /> address storm drainage issues. Tim noted that a very preliminary 10-year <br /> capital improvement plan was previously presented to the Council <br /> showing the need for storm drainage projects at about $1,000,000. <br /> Discussion was held regarding different methods for paying for storm <br /> drainage. Tim stated that there are several methods including <br /> assessments, levying, utility, or a combination of all. Discussion was also <br /> held regarding the inequity of the present method. Mike Loven suggested <br /> that we abolish the existing plan and levy for storm water improvements <br /> along with the road project on a project by project basis. The Council <br /> concurred. <br /> COUNCIL MEMBER SJOBLAD MOVED TO CEASE BILLING FOR <br /> STORMWATER MANAGEMENT UTILITY ON JANUARY 1, 2009. <br /> COUNCIL MEMBER ORASKOVICH SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 7. South Oak Street <br /> Tim Houle updated the Council on the South Oak Street Project. Tim <br /> noted that he has addressed all of the School Board issues regarding the <br /> project with the School Board. He stated that so far no one has responded <br /> to him from the School Board on the issue, however, the Board meets <br /> again next Monday. Tim stated that if the School Board does not want to <br /> enter into the agreement, the City should consider continuing on with the <br /> project south of the School. <br /> Tim Houle informed the Council that cities have been receiving e-mails <br /> regarding the possible availability of federal stimulus money. The requests <br /> are for potential projects that are ready to go. Tim noted that it is important <br /> for cities to have a five year plan so they can be ready to go in these types <br /> of situations. He further noted that had the City invested time and money <br /> into planning we could be in a better situation to address the possible <br /> stimulus funding. Tim suggested that the facility plan for wastewater <br /> treatment plant may be a viable project for this money. <br /> Tim noted that in January he will be making an offer to do an infrastructure <br /> workshop with the Council. To address infrastructure, planning and <br /> zoning, and financing. <br />
