City Council Minutes December 9, 2008 Page 2 of 6 Mike Loven stated that due to the right-of way and design problems on the South Oak Street project the project was not completed in 2008. He requested the Council to allow any unused balance of the 2008 Capital Outlay Funds to be transferred to Capital Outlay Carryover. He further requested that if unforeseen problems arise in 2009 the Council consider using the funds to complete other projects on the five-year road plan in 2009. COUNCIL MEMBER RYAN MOVED THAT ANY UNUSED BALANCE OF THE 2008 ROADS AND STREETS CAPITAL OUTLAY FUNDS BE TRANSFERRED TO CAPITAL OUTLAY CARRYOVER AND DESIGNATED FOR THE SOUTH OAK STREET PROJECT IN 2009 AND IF THE SOUTH OAK STREET PROJECT IS NOT COMPLETED IN 2009, THE COUNCIL WILL CONSIDER USING THE FUNDS ON ANOTHER PROJECT IN THE FIVE YEAR ROAD PLAN. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5-0. 4.2. Resolution Adopting the 2009 Final HRA Levy COUNCIL MEMBER ORASKOVICH MOVED TO ADOPT RESOLUTION 08-41 ADOPTING THE HOUSING AND REDEVELOPMENT AUTHORITY 2008 TAX LEVY, COLLECTIBLE IN 2009. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5- 0 4.3. Resolution Adopting the 2009 Final General Fund Levy COUNCIL MEMBER SJOBLAD MOVED TO ADOPT RESOLUTION 08- 42 ADOPTING THE 2008 GENERAL FUND TAX LEVY OF $1,474,000, COLLECTIBLE IN 2009. COUNCIL MEMBER NAGEL SECONDED THE MOTION. MOTION CARRIED 5-0. 4.4. 2009 Budget Approval The Mayor noted that the budgets presented this evening are the same budgets that were reviewed by the Council on December 1, 2009, at the Truth in Taxation Hearing. She noted that no changes have been made to the budgets since the December 1st Council meeting. COUNCIL MEMBER NAGEL MOVED TO APPROVE THE GENERAL FUND BUDGET OF $1,790,450. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5-0.
