The down side to the approach in No. 29 is that it requires a more complicated control <br /> structure. While doable, "more complicated" also means more maintenance concerns and a <br /> higher risk of plugging / improper operation. This is why we proposed the approach we did and <br /> not this one. <br /> 31. Another alternative mentioned to me after the meeting Monday night was to size the basin <br /> and the permanent easement as shown on the sketch handed out Monday night, but only build <br /> an initial 2-foot deep or so "normal" roadside ditch. The basin could then be deepened in the <br /> future "as needed". <br /> 32. Per No. 19 above, our proposed approach presented Monday night would eliminate the <br /> hoops and hurdles that may be involved in the future when the No. 31 "as needed" situation <br /> would occur. <br /> 33. Also, while we have not had a City Council meeting yet to discuss all of this, I am not <br /> convinced a future City Council is going to pay for an expansion of this basin (the No. 31 <br /> scenario). The City Council has agreed to pay for the construction of the whole basin as <br /> presented Monday night. <br /> 34. While the roadside ditch in No. 31 can be constructed, it will present challenges in <br /> designing an outlet that will both work now and in a future expanded infiltration basin. Making <br /> (and paying) for modifications to the outlet when the full infiltration basin is needed / <br /> constructed may be the most functional approach. <br /> 35. I believe everyone is close to an agreement. If the School says "No" to No. 28, we can <br /> proceed as proposed with the addition of No. 6. If the School says "Yes" to No. 28, alternatives <br /> will have to be considered very quickly. <br /> 36. I anticipate the City Council will be discussing all of this either at their regular December <br /> 1st meeting or at their December 9th special meeting. <br /> 37. I understand that the next School Board meeting is December 15. If any School Board <br /> members have questions on this, I would be very willing to answer them, preferably before <br /> the City Council meetings, but definitely before the December 15 School Board meeting. <br /> 38. As stated in the proposed agreement, due to City timing issues with other property owners <br /> and in order to give enough time for design, bidding, and construction, an agreement needs to <br /> be concluded by the end of 2008.
