City Council Minutes <br /> December 1, 2008 <br /> Page 2 of 9 <br /> 3.3. FINANCIAL STATEMENT <br /> Council Member Nagel had a question regarding the escrow listed under <br /> the revenue in the general fund. Nancy Malecha explained that it <br /> pertained to Lonesome Cottage TIF district. Council Member Nagel <br /> questioned the reason that the Legal Fees are over budget in the Clerk's <br /> Office. The Clerk noted that it pertained to the many projects that required <br /> legal counsel including the Jenkins Township annexation. <br /> COUNCIL MEMBER ORASKOVICH MOVED TO ACCEPT THE <br /> FINANCIAL STATEMENT. COUNCIL MEMBER SJOBLAD SECONDED <br /> THE MOTION. MOTION CARRIED 5-0. <br /> Mayor Malecha recognized Scout Troop 102 and thanked them for their <br /> interest in local government. <br /> 4. Truth In Taxation Hearing <br /> The Mayor noted that the purpose of the truth in taxation hearing is to <br /> discuss and seek public comment on the City's proposed 2009 budgets <br /> and proposed 2009 property tax levy. <br /> The City Clerk noted that the proposed 2009 general fund levy is <br /> $1,474,000 which is an increase of$16,000 and equates to a 1.09% <br /> increase from 2008. The Clerk noted that a levy of$1,474,000 will result in <br /> a decrease in the City's tax rate of-1.723% for the general taxing district <br /> and a -.862% of the rural service taxing district. <br /> The Clerk reviewed the proposed 2009 budgets. <br /> No public comment. <br /> 4.1. General Fund Budget <br /> The General Fund Budget has increased by $22,610 from 2008. The main <br /> reasons for this increase are due mainly to wages, PERA, Insurances, and <br /> fuel. <br /> 4.2. HRA BUDGET <br /> The HRA Levy is set at $31,000. This is a 0% increase from 2008. <br />
