timm.-77 . - i 0 ii- :"--: - _ , - , ,- 7.- ---------7 - . - .- - -7---, -- <br /> NM <br /> CROWWING <br /> L.lk y COUNTY <br /> MINNESOTA <br /> Rural and Tribal Assistance Pilot Program <br /> Grant Background: <br /> The Infrastructure Investment and Jobs Act,also known as the Bipartisan Infrastructure Law or BIL,created the Rural and Tribal <br /> Assistance Pilot Program to provide early-stage development assistance for rural and tribal infrastructure projects.The <br /> Program will award grants for either the hiring of staff or the procurement of expert firms to provide financial,technical,and <br /> legal assistance;assistance with development phase activities;and information regarding innovative financing best practices <br /> and case studies.The Notice of Funding Opportunity(NOFO)makes$3.4 million available for awards under the Program. <br /> Assistance will be provided in the form of direct monetary grants for recipients to hire staff or procure advisory assistance. <br /> Eligible applications will be reviewed,and grants will be provided,on a first-come,first-served basis.Application reviews will <br /> conclude once the full$3.4 million has been awarded and there is no local match required to participate in this Program.The <br /> application window opens on August 14th at 1pm. <br /> Protect Background: <br /> Eagle View Elementary School is home to over 600 Prekindergarten through fourth grade students and is located on Crow <br /> Wing County Road 11. This road is a major thoroughfare in our District,by connecting two major communities in our District- <br /> Breezy Point and Pequot Lakes.Daily,there are roughly 18 buses and 150 vehicles dropping off and picking up students.The <br /> number of vehicles has increased dramatically since the start of the COVID-19 pandemic. <br /> The two traffic intersections where buses and vehicles from Eagle View Elementary School enter onto and exit off County Road <br /> 11 have been identified as a top safety and security priority.This priority has been highlighted due to increased District <br /> enrollment and growing communities.There have been and will continue to be traffic incidents at these locations until <br /> feasibility study is performed and a solution is found to address the issues. <br /> These issues have existed for over a decade. Back in 2014,Crow Wing County and the District hosted open houses,surveyed <br /> parents and community members as well as provided some recommended solutions.One solution-dropping the speed limit <br /> in the school zone-has helped the traffic safety issue,but more work and solutions need to be developed in order to create <br /> safe traffic patterns. <br /> In order to address these safety issues a feasibility study is the first step in determining intersection improvements.Crow Wing <br /> County plans to submit an application through the Rural and Tribal Assistance Pilot Program for a feasibility study on County <br /> Road 11.The feasibility study will include public involvement,data collection,traffic analysis,and concept development in <br /> order to best determine what intersection improvement is the best fit. <br /> Lastly,we are asking for a Letter of Support from the City of Pequot Lakes to help strengthen our application. <br /> Thank you and please reach out to me if you have any further questions or would like more information. <br /> Matt Kallroos <br /> Crow Wing County Highway Department Transportation Planner <br />
