b. If/when the roadway is extended the "temporary cul-de-sac" <br /> identified within Lot 3, Block 2 will be removed and the land area <br /> will be returned to the owner of that lot.Z <br /> c. The proposed roadway consists of 24' of bituminous surface with <br /> ditches terminating in the southwest corner with a 68' radius cul- <br /> de-sac. <br /> 12.There are no storm drainage improvements proposed for the individual <br /> lots. Stormwater runoff generated by the proposed roadway will be <br /> management within the right-of-way in accordance with the city's street <br /> design standards. <br /> 13. Each of the lots will not require a variance to allow their intended <br /> purposes. <br /> 14.The subject property is not located within the Shoreland Area and no <br /> Shoreland soil types have been identified. <br /> 15. The vegetative cover of the subject property consists of trees and grasses. <br /> 16.A park dedication fee in accordance with Section 9.10 is required for the <br /> proposed development. <br /> 17. The subject property does not contain wetland area per letter dated <br /> June 5, 2023 from Ben Meister, MN Certified Wetland Delineator#1031. <br /> 18.The proposed development is consistent with the following goals <br /> contained in the comprehensive plan: <br /> a. Off-lake residential development should occur in areas that do not <br /> excessively add to the service burden of the City. <br /> b. Ensure that new development adds to the character of the <br /> community and enhances the sense-of-place. <br /> City Council Direction: The City Council can approve, deny, or table the <br /> Preliminary Plat application. If the decision is for approval or denial findings of <br /> fact should be cited. <br /> Planning Commission Recommendation: The Planning Commission <br /> recommend the application be approved based on the 18 findings of fact above <br /> and 8 conditions of approval below. <br /> 1. Prior to submittal of the final plat application the applicant shall <br /> construct all proposed public improvements in accordance with <br /> plans approved by city engineer OR enter into a development <br /> agreement (including financial security) with the city for <br /> construction of the public improvements. <br /> 2. Lot 1, Block 1 and Lot 1 Block 2 shall be accessed via Firewatch Way, <br /> as proposed. There shall not be driveway entrances constructed on <br /> County Road 11 to access either of the lots. <br /> 3.
