Theft, defined as follows: Conversion of personal property. Personal <br /> use of city property by employees shall not be permitted unless approved in <br /> writing by the department head or the City Council liaison. The writing shall <br /> contain a description of the property, how long the employee is permitted to <br /> use it, and for what purpose. A copy of the approval shall be placed in the <br /> employee's personnel file. <br /> 2. Criminal theft. <br /> 3. Forgery or Falsification of Records. No person shall knowingly make <br /> any false statement, certificate, mark rating, or report in regard to any test <br /> certificate or appointment held or made under the city personnel system, or <br /> in any manner commit or attempt to commit any fraud preventing impartial <br /> execution of the provisions of this ordinance. Forgery or falsification of <br /> records, including, but not limited to work time cards, misrepresentation, <br /> alteration of records and documents and writings relied upon by the City in <br /> its normal operation. <br /> 4. Drunkenness or intoxication or consumption of alcohol or alcoholic <br /> beverages during working hours (hours for which the employee is <br /> compensated). Violation of the alcohol or drug policy as set out in the Drug <br /> and Alcohol Policies: use of illicit drugs, controlled substances, or alcohol or <br /> the possession of illicit drugs, controlled substance, or alcohol on the job is a <br /> serious infraction which may result in immediate termination of <br /> employment. <br /> 5. Perjury or oral misrepresentations relied upon by the City in its <br /> normal business operation. <br /> 6. Rendering of Consideration: No person seeking employment to or <br /> promotion in the municipal service shall either directly or indirectly give, <br /> render, or pay any money, service, or other valuable consideration to any <br /> person, in connection with the test, appointment, promotion, or proposed <br /> appointment or promotion. <br /> 7.
