City Council Minutes <br /> April 3, 2023 <br /> Page 4 of 10 <br /> done by October, site control is secured, and permits obtained by November. <br /> She said if the city is awarded then those would be around July 1st after the <br /> legislative session is done by the beginning of the state's fiscal year. She said <br /> then an environmental review will be done. Ms. Leverson said they would be <br /> looking at a bid process starting next spring or next January awarding in <br /> February and getting the facility in and operational by a year from October 2024. <br /> She said the goal is to have everything shovel ready by the time they fund. She <br /> said they ask you to do a national registry search with small cities funding as it is <br /> federal funding and they do not want to upset the neighborhood. She explained <br /> this is a search that looks for properties that are close to Pequot lakes that are on <br /> the national registry. She stated they ask you to do a citizen participation plan <br /> which is more of a discussion about the future of the city. Discussion ensued <br /> about the timeline again. <br /> Ms. Leverson stated that all of these funding sources communicate with each <br /> other and work together to get this public funding out there. Discussion ensued <br /> about the funding sources and bonding. Mayor Gardner asked if there was any <br /> public comment and there was none. Discussion ensued about the application <br /> and resolution that was approved at the previous Council meeting. Ms. Leverson <br /> stated the deadline for the application is May 1, 2023, and she will need minutes <br /> of this public hearing and the resolution that was approved. <br /> Mayor Gardner closed the public hearing at 6:37 pm. <br /> 5.2. Splash Pad Update <br /> Jenny Gonczy stated the splash pad grand opening is May 25, 2023 and <br /> presented a flyer that is a search for vendors for the opening. She said there is <br /> no fee for people to attend or for the vendors. She said they would like people to <br /> advertise on social media. She said there will be a ribbon cutting. <br /> Council Member Ronning stated he talked to Jeff Cornea and he said the control <br /> box and tools will be done by the grand opening. He said Mr. Cornea contacted <br /> the MN Department of Health and is going to try to arrange the public works <br /> department be there the same day as the Department of Health. He also stated <br /> the public works department will be trained on how to start up the unit and Mr. <br /> Cornea will be there to help shut down the system at the end of the season as <br /> well. Rich Spiczka stated the final check for the splash pad is being withheld until <br /> the box and tools are taken care of. <br /> Ms. Gonczy stated they are ordering the signs with the rules and regulations. <br /> She said the donor sign is ready to go. She said she is waiting for one final <br /> verbiage for the benches to order those. She stated they are using the same <br /> company as the other signs in the park. She said the playground donor will pay <br /> to have the their old signs replaced as well. <br /> Ms. Gonczy stated the pavers are at the engravers and they ensured her they <br /> will be done by the time the snow is gone.
