City Council Minutes <br />February 5, 2013 <br />Page 6 of 7 <br />----------------------- - - - - -- <br />this research, the recommendation is for the Council to authorize staff to <br />enter into a five year lease with the Office Shop /Cannon Financial for a <br />Cannon ImageRunner C5250 copy machine at a cost of $230.59 per <br />month plus the cost of copies. <br />COUNCIL MEMBER SJOBLAD MOVED TO AUTHORIZE THE CITY TO <br />ENTER INTO A FIVE YEAR LEASE WITH THE OFFICE <br />SHOP /CANNON FINANCIAL TO LEASE A 5250 CANNON <br />IMAGERUNNER. COUNCIL MEMBER GARDNER SECONDED THE <br />MOTION. MOTION CARRIED 5 -0. <br />11.3. Payment of Claims <br />Nancy Malecha requested a revision of the City's Accounting and <br />Reporting Policy in reference to early payment of claims. Per M.S. <br />471.425, the City is required to pay vendors according to contractual <br />terms or within 35 days of receipt of claims. Ms. Malecha indicated that <br />with council meetings only held once a month and agenda packet <br />deadlines it is becoming more difficult to adhere to this statutory <br />requirement. Ms. Malecha requested the Council to designate the City <br />Clerk to make immediate payment of claims for any claims where late fees <br />or penalties cannot be avoided and such claims will be included on the <br />monthly check register for council approval. <br />COUNCIL MEMBER GARDNER MOVED TO AMEND THE CITY'S <br />ACCOUNTING & REPORTING POLICY AND ADOPT RESOLUTION 13- <br />06 RESCINDING RESOLUTION 11 -10 AND ADOPTING A NEW <br />RESOLUTION IN ITS PLACE TO DELEGATE AUTHORITY FOR <br />PAYMENT OF CLAIMS. COUNCIL MEMBER AKERSON SECONDED <br />THE MOTION. MOTION CARRIED 5 -0. <br />11.4. Council Visionina Goals Update <br />Mayor Adams thanked Nancy Vogt for her article in the Echo on the <br />visioning work session. Mayor Adams and Council Member Gardner have <br />spoke with individuals regarding the Sibley Lake Park visioning ideas. <br />Nancy Malecha informed the Council that Sandy Peine is currently <br />working with attorney Tom Fitzpatrick on the annexation agreement to see <br />if it can be amended. <br />12. Other Business <br />Council Member Gardner thanked Mike Loven for replacing the flag in the <br />Trailside Park. <br />
