Sandy Peine <br /> From: Debby Erickson [Debby.Erickson @co.crow-wing.mn.us] <br /> Sent: Thursday, July 31, 2008 8:17 AM <br /> To: Sandy Peine;jenkins @uslink.net; Sharon Thurlow <br /> Subject: Tax rates and levy scenarios <br /> Sandy, Sharon and Krista - <br /> Since you've all asked basically the same question in the last week, I'm copying everyone <br /> on this answer to make sure that we all get the same information. <br /> First off - please realize that these numbers I 'm providing are estimates based on "what <br /> if" situations and not hard and fast numbers. <br /> There could be other variables that would influence the levies and rates, however we <br /> didn't consider all the options, just basic information. <br /> Currently, Jenkins Township has a tax rate of 9 .859% and a tax capacity of approximately <br /> $1. 5 million. Jenkins City has a current tax rate of 49.313% and a tax capacity of <br /> $435, 990 and Pequot Lakes has a current tax rate of 66.718% for the urban area and 33 .359% <br /> for the RSD and a tax capacity of just over $3 million. The RSD rate is currently set at <br /> a <br /> 2 :1 ration of the urban rate based on the annexation agreement with Sibley. If a change <br /> was required in the RSD rate, the agreement would need to be amended. <br /> So our first example includes using the existing tax rates of 66 and 33% for Pequot Lakes <br /> and determining the amount of additional revenue that tax rate would generate by adding <br /> Jenkins Twp tax capacity. <br /> Currently the Pequot levy is $1,458, 000 and the HRA levy is $59, 817. By adding the <br /> Jenkins Twp tax capacity and keeping the rate the same, the Pequot levy would increase to <br /> $1, 962,200 and the HRA levy to $59, 817 . <br /> However, in this scenario, the former residents of Jenkins Twp go from a 9% tax rate to a <br /> 33% tax rate, therefore their taxes would approximately triple. <br /> If the levy was left at $1,458, 000 for Pequot Lakes, the tax rates would decreases from <br /> 66.718% and 33.359% to 49.574% and 24.787% for the RSD. However, again, the current <br /> Jenkins residents would be paying a substantial tax increase. <br /> In the Jenkins city scenario, currently the Jenkins City tax rate is 49.313%. If the <br /> Jenkins Twp tax capacity were added in and the rate was left the same, Jenkins City would <br /> have an increase in revenue from $215, 000 to $960,340. In this scenario, the former <br /> Jenkins Twp residents tax rate would go from 9% to 49% which would substantiate a very <br /> large tax increase. <br /> If the levy was left at $215, 000 for Jenkins City, adding in the Jenkins Twp tax capacity <br /> would decrease the tax rate from 49% to 11.04%. <br /> The Jenkins Twp taxpayers would still see a slight increase in their tax rate. <br /> Jenkins City currently does not offer any municipal services that would substantiate <br /> establishing a separate RSD, so there was no rate or information calculated for that <br /> scenario. <br /> I hope this sheds a little light on the subject.
