COUNCIL GOALS JANUARY 22, 2013 Parks and Amenities - to draw people to town and keep them here: • (1) - Sibley Park – (replace stairs, upgrade lighting and modernize park) • (2) - Splash Park – (perhaps with winter skating rink) • (3) – Bike, snowmobile and walking trails – (including to Sibley Lake Park) • Parks in general • Community garden • Acquire center of town park from DNR • Community center • Dog park • Cole Memorial Building uses • Indoor hockey rink • Summer-time restrooms Big picture finance • (1) - Taxes (urban and rural taxing districts – Amend Annexation Agreement) • (2) - Revolving loan fund • (3) – Incentives for vacant lot development (in-fill lots) • Bonding (Item Numbers 1-3 will be given to the Economic Development Committee for research and recommendation to the City Council. There is an emphasis on #1. The Council requested a timeline for completion and process. The process should include a committee of those who worked on the annexation). Planning-visioning: • (1) - Comprehensive plan • (1) - City gateways with an emphasis on C.R. 11 • (1) - Sewer ponds/sanitation – (impact of future Highway) • (2) – Downtown – (Realistic assessment of downtown. Have a professional indicate where amenities should best be placed) • (3) - Future commercial development sites – (Identify future industrial park expansion areas) • Turnback of Old 371 and County Road 11 – (Plan for these becoming City streets in the future) • Parking – (assess whether additional parking or lots are needed)
