JENKINS TOWNSHIP MEETING <br /> �-- JUNE 5, 2008 <br /> FREQUENTLY ASKED QUESTIONS <br /> A. What prompted Jenkins Township to consider an Orderly Annexation to the City <br /> of Pequot Lakes? <br /> 1. Jenkins Township is experiencing growth and development like the entire lakes <br /> area. In 2004-2005, the township completed a Comprehensive Plan with Region 5. <br /> The plan identified two major issues-probable hostile annexation from neighboring <br /> cities (Jenkins and Pequot Lakes) and increasing development and growth that <br /> impacts lake quality, rural character, and natural surroundings of the township. The <br /> Township incorporates three major lakes: Upper Hay, Lower Hay,Nelson Lake, and <br /> a portion of Upper Whitefish Lake. The Pine River also runs through the Township, <br /> as does Hay Creek. Discussions of the Board regarding possible changes began at <br /> that time. <br /> 2. Previous annexation of the west side of the Township by the City of Jenkins has <br /> taken a substantial portion of the Township. In all probability, the Town Board <br /> visioned that more of this area would be annexed in the future, as the City of Jenkins <br /> looks to increase their tax base. The City of Pequot Lakes would also have good <br /> cause to consider annexation of the southern portion of the Township along County <br /> Road 16 and the City's#112. <br /> 3. Town Board officials have had increased demands made of them regarding <br /> Planning and Zoning issues. Currently, Crow Wing County Planning and Zoning is <br /> the decision-making body for all issues relative to rezoning,platting, and <br /> development within the Township. The Board's experience has been that CWC is lax <br /> and or totally absent in responding to shore land or waterfront violations. Frustration <br /> with not having responses to serious violations is paramount in the decision to seek <br /> more local control through the well-established operations of the City's Planning and <br /> Zoning department. <br /> B. How did the Town Board officially decide on the Orderly Annexation? <br /> 1. The Jenkins Town Board held their Annual Meeting on March 11, 2008. All <br /> Township residents in attendance have a vote on matters of the Town at this <br /> meeting. Three residents attended, along with four members of the Town Board. The <br /> issue of Orderly Annexation was raised and the town residents voted unanimously to <br /> request the Board of the Town to proceed with an orderly annexation to the City of <br /> Pequot Lakes. Following the Annual Meeting, the regular Town Board meeting was <br /> held, at which time the Jenkins Board vote unanimously to follow the vote of the <br /> Annual Meeting and proceed with orderly annexation to the City of Pequot Lakes. <br />
