City Council Minutes <br /> August 13, 2008 <br /> Page 2 of 3 <br /> the zoning districts. The Pequot Lakes Clerk noted that a study of the zoning <br /> has been done by Community Growth. <br /> There were no further comments or changes to the resolution. <br /> Council Member Oraskovich had some questions regarding the tax information. The <br /> comparative tax table was reviewed and explained. There was some discussion regarding <br /> the affect on the tax rate increase for Jenkins Township residents. Council Member Ryan <br /> stated that the tax increase is high for Jenkins Township. <br /> Council Member Ryan questioned the Jenkins Township Board about their reasons for <br /> requesting a friendly annexation with Pequot Lakes. The Board responded giving reasons <br /> of planning and zoning issues with Crow Wing County, a Town Hall that needs to be <br /> rebuilt which would require a land purchase. <br /> Sharon Thurlow asked the intentions of the City of Pequot Lakes and Jenkins City if the <br /> annexation does not take place. Jon Lubke noted that it was never the City of Jenkins's <br /> intent to annex the township. He noted that they only reacted to the Council motion made <br /> by the City of Pequot Lakes stating that Pequot Lakes would be moving forward with the <br /> annexation. Mr. Lubke stated that he is committed to do whatever is necessary to protect <br /> the interest of Jenkins City. Council Member Oraskovich indicated that this is something <br /> that Jenkins Township needs to decide. Sharon Thurlow noted that the Board has decided <br /> on the issue. She stated that the Township Board is in favor of the resolution and would <br /> like to adopt it. She requested the City of Pequot Lakes to adopt the resolution also. <br /> Sharon indicated that the Board did look at Jenkins City in relation to the annexation. She <br /> stated that although the City of Jenkins has moved along in becoming a better city, <br /> Jenkins is not where they need to be yet. She stated that the Town Board feels that if they <br /> were to be a part of Jenkins City they would be moving backwards. <br /> Council Member Nagel suggested that Jenkins Township consider subcontracting its <br /> planning and zoning services with the City of Pequot Lakes or directly with Community <br /> Growth. He further noted that it would be possible to form a joint powers agreement <br /> stating that the City of Pequot Lakes, Jenkins City and Jenkins Township would not <br /> pursue the annexation for a certain time period. Paul Sandelin indicated that he is not <br /> certain that this would enforceable or viable. <br /> There was no further discussion on the issue. <br />
