City Council Minutes <br /> September 2, 2014 <br /> Page 3 of 8 <br /> COUNCIL MEMBER SJOBLAD MOVED TO ADOPT ORDINANCE 14-07 <br /> AMENDING CHAPTER 17 OF THE CITY CODE RELATING TO <br /> DYNAMIC SIGN DISPLAYS. COUNCIL MEMBER AKERSON <br /> SECONDED THE MOTION. <br /> Council Member Akerson questioned the two hour time limit and noted <br /> that may be too long of a timeframe. He also questioned the minimum size <br /> of the lettering (8") and stated that it may be too large and not allow <br /> enough space on the sign for messages. <br /> Mayor Adams questioned whether all of the three applicants would be <br /> requesting signs. Justin Burslie noted that not all three applicants will be <br /> requesting digital signs at this time. He also informed the Council that off- <br /> site signs are not allowed. <br /> Council Member Gardner stated that the City can maintain the up-north <br /> feeling while allowing signage that is current with today's standards and is <br /> consistent with many other cities. <br /> Council Member Pederson questioned the need to regulate type size and <br /> timing as this is not regulated on other types of signs. He stated that the <br /> City does not have the staff to enforce the proposed sign regulations. <br /> Council Member Pederson stated that he disagrees that the proposed <br /> ordinance complies with the Comp Plan and stated that he feels it intrudes <br /> on the rural characteristic of the City. He stated that the sign regulations <br /> will be ungoverned and that this is the wrong direction for the City. <br /> MOTION CARRIED 3-2. COUNCIL MEMBER PEDERSON AND MAYOR <br /> ADAMS VOTED AGAINST THE MOTION. <br /> COUNCIL MEMBER SJOBLAD MOVED TO APPROVE SUMMARY <br /> PUBLICATION OF ORDINANCE 14-07. COUNCIL MEMBER GARDNER <br /> SECONDED THE MOTION. MOTION CARRIED 4-1. COUNCIL <br /> MEMBER PEDERSON VOTED AGAINST THE MOTION. <br /> 7. Fire Department <br /> Report received by Council. <br /> 7.1. Request to Hire Two Firefighters <br /> Fire Chief Tom Nelson informed the Council that 5 firefighters were hired <br /> in January, 2014. He stated that one has resigned, another will be <br /> resigning soon, and the department has lost two additional firefighters to <br />
