Following are the REF's calculated for each of the four original categories: <br /> Vacant = 0.2 (there is still a little runoff, even from a grassed vacant parcel) <br /> Residential = 1 .0 <br /> Medium Density Non-residential = 2.3 <br /> Heavy Density Non-residential = 4.0 <br /> 15. Remember, these categories are from a use or storm drainage perspective and not necessarily <br /> from a pure zoning perspective. <br /> 16. A monthly fee is then charged based on the size and REF for each parcel using the following <br /> formula: <br /> Area of parcel in acres x REF x monthly rate established and periodically updated by the <br /> City Council. <br /> 17. Since the Residential Category makes up the majority of parcels, to simplify the system, many <br /> Cities set an average size for a residential parcel to be used in the above formula. <br /> The average acreage of a Residential lot in the former urban area of Pequot Lakes is 0.333 <br /> (1/3) acres. Actual acreages are used for the remaining categories. <br /> L 18. In looking at the present categories and bringing in former Sibley Township parcels, a couple <br /> main issues were discussed with Staff. <br /> One of the main issues was how to handle residential use parcels in the former Township. They <br /> tend to be (much) bigger than the "average" 1/3 acre residential parcel used to date. The larger <br /> acreage, in and of itself, may produce more total runoff. However, the rate of runoff may not be <br /> significantly different than a smaller "City lot" parcel with a higher impervious percentage. Thus, <br /> in lieu of creating another category and corresponding definitions and corresponding <br /> complexity, we decided to apply the present residential category to the residential parcels in the <br /> former Township areas — no matter the acreage involved. <br /> The second main issue was to look at providing for another category for non-residential - say a <br /> "light density" category. We performed these calculations for a 40% to 50% "average" <br /> impervious parcel and came up with the following new proposed categories <br /> Vacant = 0.2 (there is still a little runoff, even from a grassed vacant parcel) <br /> Residential = 1.0 <br /> Light Density Non-residential = 1 .6 <br /> Medium Density Non-residential = 2.3 <br /> Heavy Density Non-residential = 4.0 <br />
