City Council Minutes <br /> October 3, 2022 <br /> Page 2 of 10 <br /> 4. Open Forum <br /> No one appeared for open forum. <br /> 5.1. Splash Pad Fundraising Update <br /> Mayor Gardner stated Jenny Gonczy messaged him that the grand opening <br /> ribbon cutting is planned for May 25, 2023, the Thursday before Memorial day. It <br /> was discussed that it is currently operational. Nick Roy stated the Department of <br /> Health will need to look at too. The Mayor said that CRS set up the controls <br /> today. Nick Roy said we still need a cabinet to house fixtures. Council Member <br /> Pederson asked when the paver placement will be done and suggested we get <br /> someone lined up to place them. Mr. Roy said it is Ms. Gonczy' s thing along with <br /> the benches and it was suggested to go to the Park Board. <br /> 5.2. SCDP Application <br /> Mr. Houle said the Council already approved Widseth to put together the SCDP <br /> Application and he clarified there is no fee to submit it. He said it is a competitive <br /> program, he said later in the year they will look at applications and they will start <br /> to get a read on if City will be successful. He stated there are several places that <br /> need to be signed and said the Council should be aware of pages 28-23 which <br /> contain the conflict-of-interest statement and there is one per Council Member to <br /> sign. <br /> COUNCIL MEMBER RONNING MOVED TO APPROVE WIDSETH TO SUMBIT <br /> THE SMALL CITIES DEVELOPMENT PROGRAM GRANT APPLICATION. <br /> COUNCIL MEMBER SEILS SECONDED THE MOTION. <br /> Council Member Ronning asked if the proposed third pond is going to help to get <br /> the largest grant and if don't do third pond what are the consequences. Mr. Houle <br /> said there three components to the project. He said explained the main lift station <br /> to the City is at Gravdahl and all the wastewater goes to that main station and <br /> then it is pumped through one force main out to the wastewater treatment plant. <br /> He said the third component is to look at a third stabilization cell pond but <br /> capacity wise the City will be fine with two ponds. He said when they looked at <br /> the study operationally in present day standard it is to have three ponds to shift <br /> wastewater. He said to remove one of those components at least from an initial <br /> application it will not make a difference. Mr. Houle said when funding agencies <br /> start to ask more focused questions then they might have the discussion on <br /> which components stay. Mayor Gardner asked if the third pond was pulled out <br /> after the application is approved does it affect how much money the City will <br /> receive. Mr. Houle said that if it is change after it is approved that would probably <br /> not be the best approach. He said if they are starting to focus on this project, they <br /> would have those discussions. Discussion ensued about capacity and when a <br /> third pond would be needed, and Mr. Houle said with the proposed new hook ups <br /> coming up it will not send the City overcapacity, but it is more about the <br /> operation aspect. Discussion ensued about the cost and time frame of the grant. <br />
