City Council Minutes <br /> May 6, 2008 <br /> Page 2 of 9 <br /> COUNCIL MEMBER NAGEL SECONDED THE MOTION. MOTION <br /> CARRIED 4-0. <br /> 4. Open Forum <br /> No one appeared for open forum. <br /> 5.1 . Storm Water management Fee — Public Information Meeting <br /> City Clerk Sandy Peine reviewed the staff report. She indicated that the <br /> purpose of the public informational forum was to inform the public about <br /> the implementation of a storm water management fee on all property in <br /> the City. She noted that property owners in the City of Pequot Lakes have <br /> been paying a storm water management fee since 1998. Those property <br /> owners in the old Sibley Township have never been charged a storm <br /> water management fee. She indicated that the Council has been <br /> discussing the issue of implementing this fee City-wide since January, <br /> 2006. <br /> Tim Houle, City Engineer, explained that a City can pay for storm water <br /> management improvements by using the general fund, special <br /> assessments, or by a utility charge which is authorized by State Statute <br /> and noted that in this case the Council has opted to implement a utility <br /> charge. Tim explained the method used to calculate the charges. He <br /> noted that per the Council's request, a light commercial category has been <br /> added. Mr. Houle noted that the City has put together a rough list of <br /> capital improvements needs relating to storm water with estimated costs <br /> which shows the need for the charge. <br /> Mayor Malecha questioned if there were any questions from the public. <br /> There were no questions from the public. <br /> COUNCIL MEMBER SJOBLAD MOVED TO ADOPT ORDINANCE 08- <br /> 05, SECOND SERIES AN ORDINANCE AMENDING CHAPTER 15 OF <br /> THE CITY CODE RELATING TO STORM WATER MANAGEMENT <br /> REGULATIONS. COUNCIL MEMBER NAGEL SECONDED THE <br /> MOTION. MOTION CARRIED 4-0. <br /> COUNCIL MEMBER ORASKOVICH MOVED TO AUTHORIZE A <br /> SUMMARY PUBLICATION OF ORDINANCE 08-05, SECOND SERIES, <br /> AN ORDINANCE AMENDING CHAPTER 15 OF THE CITY CODE <br /> RELATING TO STORM WATER MANAGEMENT REGULATIONS. <br /> COUNCIL MEMBER SJOBLAD MOTION CARRIED 4-0 <br />
