Discussion ensued regarding options for water and sewer/septic,cost of housing, cost of
building,parcel splits,future land use map,and Comp plan.
Mr. Maher, the developer, stated there will be a communal well with a potential
association and separate septic system for each lot.The cost of the building homes and
possessing land is very high and hard to come by. He will need to build at least 10 homes
to make the project feasible. Home costs are geared toward the step-up home buyer—
not a first-time homeowner.
Consensus of the Commission is to have staff initiate the Comprehensive Plan and
Future Land Use Map amendment process to identify future residential growth areas as
"Urban Rural Transition",which will allow for minimum 1-acre parcels. It was noted
amendments to the comprehensive plan/future-land use map and zoning ordinance
both require public hearings at the planning planningommission and final decision by city
council.
7. Old Business
7.1 Conditional Use Permits— Discussion
Mr. Burslie explained that the proposed changes allow several current and new uses as
"permitted uses"instead of requiring a conditional use permit. The changes will allow
several new commercial uses to be permitted administratively instead of being reviewed
by the planning commission after holding a public hearing, etc.,
A motion was made by Planning Commission Member Gonczy, seconded by
Planning Commission Member Elleriing,to initiate the Public Hearing to
amend the:Land Use Matrix as presented. All members voted"aye".
