of this portion of the project being$651,000.The remaining costs will be for engineering,testing, <br /> legal,administration and right of ways. <br /> Additional components of the Pequot Lakes Wastewater Improvement Project will include <br /> rehabilitation of the interior of the Main Lift Station which will cost$553,000 and construction of a <br /> third aerated pond which will cost$2,209,000.We anticipate receiving PFA or USDA—Rural <br /> Development funding for these components of the project. <br /> Describe the physical need for the proposed project: <br /> Forcemains are a key component to most municipal sanitary sewer systems and have the potential to <br /> create serious environmental concerns and groundwater contamination if not in proper working <br /> order. Pequot Lakes currently has one forcemain in service,and it is the only piece of infrastructure <br /> that connects the wastewater collection system to the stabilization cells. <br /> The Pequot Lakes forcemain is outdated,constructed about 55 to 62 years ago.As a result,it is prone <br /> to breakage and leaking of wastewater. On Friday,October 15th,2021,a Y-fitting on the asbestos <br /> cement pipe forcemain immediately downstream of the Main Lift Station broke, requiring immediate <br /> repair.An attempt was made to remove a nearby cleanout cap during the forcemain repairs and the <br /> cap also broke.The cleanout was likely installed during the same time as the forcemain(1960s)and as <br /> a result replacement parts are hard to come by.On Friday, February 18th,2022,another forcemain <br /> break was discovered and needed to be repaired immediately. <br /> The breaks are occurring in the joints of the forcemain,which are placed every 13'of the 4,500' long <br /> forcemain.The joints help seal the pipe,although they freeze and thaw and move with the soil.This <br /> creates pressure on the joints and a small crack will eventually weaken and physically break.The <br /> growth of Pequot Lakes population has increased flows on the aging pipes,and that may have <br /> contributed to the eventual breaks in the current forcemain joints.The forcemain replacement will be <br /> concentrated in the older,urban area of the city,although it will affect the entire city. <br /> The physical need for this project is to guard the public from contamination that will occur from <br /> breaks. Excess sewage leaking from forcemain cracks and breaks can pollute public waters, <br /> contaminate the drinking water supply,or flood streets or basements.This leakage will endanger the <br /> public health with disease and possible parasites.The forcemain in Pequot Lakes in its current <br /> physical state is breaking and needing repair.SCDP funding will protect the public,and LMI residents, <br /> from disease and illness. <br /> Age of facility: 55 to 62 years old <br /> Condition of facility: <br /> The forcemain is a critical component of the wastewater system.All the wastewater collected by the <br /> City of Pequot Lakes must run through this forcemain to get to the wastewater treatment facility.This <br /> forcemain consists of a 6"asbestos cement pipe that runs 4,500 feet in length,connects the Main Lift <br /> Station to the stabilization cells. <br /> This forcemain is estimated to be exceeding 55 years of service. It is a critical and non-redundant <br /> component and described as the"bottleneck"of the wastewater system.There are sags and cracks in <br /> the forcemain,and joints have become well-worn,exhibiting cracks that create breaks in the system. <br /> Joints are needed for each 13 feet in the 4,500-foot long forcemain.On 10/21/21,a Y-fitting broke <br /> 5 <br /> Page 14 of 72 <br />
