Sourcewell i March 2,2022 Hello Participating Members of the Sourcewell Health Insurance Pool, During the past few years,the extended Sourcewell team has been working on a review and refresh to the current Joint Powers Agreement for the Sourcewell Health Insurance Pool to achieve formal recognition of the Pool as a political subdivision joint health insurance pool from the Minnesota Department of Commerce. The Board of Trustees established a subcommittee of individuals from the Board and the Pool's Executive Committee to review the new Membership Agreement and Bylaws and inform the Board on any needed changes,updates,or clarifications. Further input was received from attorneys for the League of Minnesota Cities and the City of Brainerd,and their suggestions and comments have been incorporated. You may recall an announcement at the annual meeting of a new name for our Pool—The Better Health Collective. This project provided the opportunity to rename our organization and clarify the roles of Sourcewell, our participating members,our Board,and related committees. I am providing the finalized Membership Agreement and Bylaws(which has been approved by the Department of Commerce). We ask that this new agreement be executed and returned to Sourcewell as part of your upcoming renewal. In addition to the executed agreement,we are also asking for the documentation of the resolution passed by your respective council,commissioners,or board. Sourcewell has retained the services of an outside attorney,Steve Warch,to help guide us through this project. He has prepared a template resolution that can be used during your local government meeting.
