AGENDA ITEM # 6.3 <br /> City of <br /> Pequot <br /> Lakes- <br /> REPORT TO CITY COUNCIL <br /> Report Prepared by: Dawn Bittner <br /> Date: June 7, 2022 <br /> Subiect: Ordinance Amendment regarding Definitions, Signs, Warehousing, <br /> Land Use Matrix, and Grading <br /> Report: As Staff processes applications and works with the City Code we find <br /> elements that don't either work as the City intended or are difficult to administer. <br /> The following items were thoroughly reviewed by the Planning Commission: <br /> • Warehousing—Warehousing was listed on the Land Use Matrix as an <br /> accessory use, although the definition states the use as the principle use. The <br /> Planning Commission's recommendation is to strike Warehousing from <br /> definitions and from the Land Use Matrix. <br /> • Fences—Fences have always been considered a structure and would require <br /> a permit in most zones. It was recently discovered that fences are listed on <br /> the Land Use Matrix as allowed without a permit in the Transition <br /> Residential, Shoreline Residential, and Shoreline Commercial zones. The <br /> Planning Commission's recommendation is to change the use to require a <br /> permit in those zones. <br /> • Schools— Schools were not a listed use on the Land Use Matrix. The <br /> Planning Commission's recommendation is to list Schools as a Conditional <br /> Use in the Commercial zone. <br /> • Signs—When the Patriot Development classification was developed, uses in <br /> that zone would require a Conditional Use Permit. Staff recently noted that <br /> signage that meets the City Code required a Conditional Use Permit. The <br /> Planning Commission's recommendation is to permit signage that meets the <br /> requirements of the City Code. <br /> • Grading— Section 17-7.13 was not as clear as footnote #3 on the Land Use <br /> Matrix. The Planning Commission's recommendation is to amend this <br /> section to include the additional language in the footnote. <br />
