(d)At the meeting,the county board must allow any person or agency possessing <br /> pertinent information to make or submit comments and recommendations about the <br /> pending classification or reclassification. In addition,representatives of governmental <br /> entities in attendance must be allowed to describe plans, ideas, or projects that may <br /> involve use or acquisition of the property by that or another governmental entity. The <br /> county board must solicit and consider any relevant components of current municipal <br /> or metropolitan comprehensive land use plans that incorporate the area in which the <br /> land is located. After allowing testimony, the board may classify,reclassify, or delay <br /> taking action on any parcel or parcels. In order for a state agency or a governmental <br /> subdivision of the state to preserve its right to request a purchase or other acquisition <br /> of a forfeited parcel, it may, at any time following forfeiture, file a written request to <br /> withhold the parcel from sale or lease to others under the provisions of subdivision <br /> la. <br /> Planning Commission Direction: The Planning Commission should <br /> discuss the subject property and make a recommendation as to whether or not <br /> Crow Wing County may proceed with its plans to offer the tracts for sale. The <br /> Planning Commission can either recommend that the City Council approve the <br /> reclassification and intended sale or recommend the City Council not support the <br /> proposal. <br /> Staff Recommendation: There does not appear to be a "public use" for the <br /> subject properties, however there are possible encroachments(building/SSTS) on <br /> at least two of the parcels under consideration. <br /> We recommend the county reclassify the parcels that do not contain building <br /> encroachments to "non-conservation" and consolidate as many of the parcels as <br /> possible to create conforming(or more conforming)parcels. <br /> In addition, we also recommend the county make a note on the public listing <br /> regarding the steep topography and possible presence of wetlands. <br /> Pequot Lakes Staff Report 5.6-5 <br /> April 21,2022 <br />
