City Council Minutes <br /> February 8, 2022 <br /> Page 2 of 6 <br /> COUNCIL MEMBER RONNING SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 4. Open Forum <br /> No one appeared under open forum. <br /> 5.1. Plow Truck Equipment Certificate <br /> Jason Murray, David Drown Associates, presented the staff report. <br /> Mayor Gardner inquired about the annual 5% coverage. <br /> Discussion ensued regarding the annual 5% coverage column, tax levy amount, <br /> date of first payment and when would the funds be available to the City for <br /> purchase. <br /> COUNCIL MEMBER RONNING MOVED TO APPROVE THE RESOLUTION <br /> PROVIDING FOR THE ISSUANCE AND SALE OF$176,000 GENERAL <br /> OBLIGATION EQUIPMENT CERTIFICATE OF INDEBTEDNESS, SERIES <br /> 2022A TO BANK OF ZUMBROTA WITH DAVID DROWN ASSOCIATES, INC. <br /> AS THE MUNICIPAL ADVISOR AND LEVYING A TAX FOR THE PAYMENT <br /> THEREOF. COUNCIL MEMBER SEILS SECONDED THE MOTION. MOTION <br /> CARRIED 4-1. COUNCIL MEMBER PEDERSON OPPOSED THE MOTION. <br /> 5.2. Olson Street Vacation Discussion <br /> Aaron Nelson, Pequot Lakes High School Principal; Kurt Stumpf, Pequot Lakes <br /> Superintendent; Joselyn Rinio, Pequot Lakes High School Junior were present. <br /> Mr. Stumpf, Mr. Nelson, and Ms. Rinio all presented that there is a lack of <br /> parking at the Pequot Lakes High School and would like the city to consider <br /> vacating Olson Street so the school can work on better traffic flow and parking. <br /> Discussion ensued regarding number of spaces, traffic flow, safety <br /> concerns on Olson Street and cost of vacating the street. <br /> Consensus of the council is for the school to move forward with their facility <br /> studies with the vacation of Olson Street. <br /> 5.3. BlazeAir Presentation <br /> Jacob Blaeser, BlazeAir, was present. <br /> Discussion ensued regarding budget and 25% down payment, availability of <br /> footage, how can the city promote the video, deadline for video, what happens if <br /> the city is not happy with the final video, length of video (2-3 mins)and what the <br /> Council would like to see on the video. <br />
