We are planning on submitting the PER/Facility Plan to Rural Development and <br /> the MPCA no later than the MPCA's March 4, 2022 deadline. <br /> As of the writing of this Memo, we are still pulling together final information for <br /> this PER/Facility Plan. <br /> We can tell you that an estimated project cost for replacement of the forcemain is <br /> about $1 million. <br /> Part of this approximate cost, and an unknown, is easement acquisition. <br /> One version of a normal time line is to submit this PER/Facility Plan here in the <br /> spring, put together a funding assistance package throughout the year, design late <br /> in the year(2022), bid early the next year (2023), and then construct that next year <br /> (2023). <br /> Now, realistically, this can be an aggressive schedule as it is not unusual that a City <br /> might need to spend two years pulling together a funding assistance package that <br /> will work for them. <br /> We can continue to proceed with the PER/ Facility Plan process and seeking a <br /> funding assistance package. <br /> However, we have reached out to the MPCA to see if we can expedite at least the <br /> forcemain replacement component in some manner. As of the writing of this <br /> Memo, we have not heard back from the MPCA. <br /> We understand that Angie may have some information in relation to the American <br /> Rescue Plan Act (ARPA) that could possibly be an option in addressing the <br /> forcemain in an expedited manner. <br /> Council Action Requested: Approve submittal of the PER/Facility Plan to the <br /> USDA Rural Development and the MPCA, along with an update to this City <br /> project on the MPCA's Project Priority List. <br /> Provide feedback on desire to proceed with particular potential funding assistance <br /> opportunities for replacement of the forcemain. <br />
