CONCLUSIONS AND RECOMMENDATIONS <br /> This Report has studied the feasibility of improving Coleman Drive and presented two <br /> alternatives for Council consideration.A summary of each alternative is as follows: <br /> • Alternative 1 -Includes placing enough fill at the toe of the steep hill,near the <br /> intersection of Coleman Drive and Pequot Boulevard, so that the hill becomes a more <br /> gradual slope.Bituminous paving, concrete curb and gutter,and stormwater management <br /> is also proposed. <br /> • Alternative 2—Includes adjusting the profile of Pequot Boulevard so that the elevation of <br /> the intersection of Pequot Boulevard and Coleman Drive is lower, in turn decreasing the <br /> steepness of the slope on Coleman Drive. Bituminous paving,concrete curb and gutter, <br /> and stormwater management is also proposed. <br /> Alternative 1 was chosen to be used for further consideration. <br /> The proposed improvements in the project area are necessary(concerns with the steepness of the <br /> road with the existing environmental impact),cost-effective(may be arguable,but to address this <br /> challenging situation,there will need to be such an investment),and feasible(no insurmountable <br /> construction issues appear to exist). <br /> It is recommended the City review the findings of this Feasibility Report and is applicability to <br /> the City's finances,capital improvement plan, and assessment policy. If there are changes the <br /> City Council wishes to make regarding the proposed scope of this project, or the recommended <br /> improvements,then those should be amended in this Report.When the Council is ready to move <br /> forward,a preliminary schedule has been created and is located in Appendix C. <br /> As indicated in the Preliminary Schedule,upon acceptance of the Feasibility Report by the City <br /> Council,the Council, if they wish,can call for a Preliminary Special Assessment Hearing.At <br /> this public hearing, a summary of the Feasibility Study will be presented to abutting property <br /> owners—all who received individual notices,as well as a notice in the City's official newspaper. <br /> The proposed improvements, estimated costs, and estimated assessments for the benefited <br /> CITY OF PEQUOT LAKES Page 13 FEASIBILITY REPORT <br /> WIDSETH PROJECT NO.2021-12098 COLEMAN DRIVE <br />
