PROJECT IMPLEMENTATION
The City's policy regarding new street improvements is to assess 100%of the project costs to
benefitting, abutting properties usually based on front footage. Costs not assessed directly to
abutting and/or benefitted properties will be paid by the City. On this project, the City's Special
Assessment Committee recognized the unique layout of this roadway and wanted a per
homeowner approach reviewed as well.
The footage of roadway needing improvement from the intersection of Pequot Boulevard and
Coleman Drive to the end of Coleman Drive is approximately 775-feet. For the front-foot
approach, project costs would be split amongst the parcels,by the front footage as measured 30
feet back from the R/W line per the City's special assessment policy. It is proposed that the City
would pick up the special assessment costs for the two properties on Pequot Boulevard on top of
the hill because they have no feasible access to Coleman Drive. It is proposed that the City
would also pick the special assessment costs for the lake frontage on the south side of Coleman
Drive.
For the per homeowner approach, project costs would be split amongst 10 homeowners. Two of
the homeowners are the two properties on Pequot Boulevard on top of the hill and do not have
feasible access to Coleman Drive. One"homeowner"is the lake frontage on the south side of
Coleman Drive. It is proposed that the City would pick up the special assessment costs for these
three homeowners.
See the next page for a breakdown of how estimated special assessments were calculated.
CITY OF PEQUOT LAKES Page 11 FEASIBILITY REPORT
WIDSETH PROJECT NO.2021-12098 COLEMAN DRIVE
