Summary of 2020 HRA Complaint Letter from prior HRA Board member • No operating budget presented to Board • Received 1 property's operating budget with discrepancies relating to prior year budget o Salary increases not approved by Board but approved by Chair o 13%salary increase including 3%COLA;City approved only 2%and Social Security only gave 1.6% o Administrative Benefit increase of 5%due to health insurance premium increase; HRA employees on City plan which increased 11%; HRA policies state any increases are discussed at Board meetings and there was not a discussion on topic o HRA pays 100%of premiums for 3 employees;City pays 80%of premiums; HRA policy states Board has option of requesting employee's share premium cost, no discussion • Cable TV contract with HRA and Spectrum was cancelled by HRA director but still including revenue and expenses from tenants in budget;"fake accounting"; resulted in high-cost increase to tenants without this contract • Missing check numbers,asked for explanation and none given • CD renewed by Director and Chair, Board was not informed of amount, bank,interest,or term • Minutes are unacceptable; most say"no business"; no accurate record of any discussions taking place a Board meetings;also violating open meeting laws • No minutes being taken to summarize closed meetings • Board meetings held at HRA office which is only approximately 200 sq ft and does not leave much room for public; believes purpose was to discourage public from attending which violates open meeting law. • No virtual or phone meetings held during Covid • Confidential tenant information shared with Board member after resignation • Fair Housing Law violations-Preferential treatment of certain tenants • Untimely maintenance • Poor management,too many decisions being made without Boards knowledge or approval • Discussion of these issues/violations was had with prior City Administrator and another Board member who resigned as well
