Summary of 2020 HRA Complaint Letter from prior HRA Board member <br /> • No operating budget presented to Board <br /> • Received 1 property's operating budget with discrepancies relating to prior year budget <br /> o Salary increases not approved by Board but approved by Chair <br /> o 13%salary increase including 3%COLA;City approved only 2%and Social Security only <br /> gave 1.6% <br /> o Administrative Benefit increase of 5%due to health insurance premium increase; HRA <br /> employees on City plan which increased 11%; HRA policies state any increases are <br /> discussed at Board meetings and there was not a discussion on topic <br /> o HRA pays 100%of premiums for 3 employees;City pays 80%of premiums; HRA policy <br /> states Board has option of requesting employee's share premium cost, no discussion <br /> • Cable TV contract with HRA and Spectrum was cancelled by HRA director but still including <br /> revenue and expenses from tenants in budget;"fake accounting"; resulted in high-cost increase <br /> to tenants without this contract <br /> • Missing check numbers,asked for explanation and none given <br /> • CD renewed by Director and Chair, Board was not informed of amount, bank,interest,or term <br /> • Minutes are unacceptable; most say"no business"; no accurate record of any discussions taking <br /> place a Board meetings;also violating open meeting laws <br /> • No minutes being taken to summarize closed meetings <br /> • Board meetings held at HRA office which is only approximately 200 sq ft and does not leave <br /> much room for public; believes purpose was to discourage public from attending which violates <br /> open meeting law. <br /> • No virtual or phone meetings held during Covid <br /> • Confidential tenant information shared with Board member after resignation <br /> • Fair Housing Law violations-Preferential treatment of certain tenants <br /> • Untimely maintenance <br /> • Poor management,too many decisions being made without Boards knowledge or approval <br /> • Discussion of these issues/violations was had with prior City Administrator and another Board <br /> member who resigned as well <br />
