Planning and Zoning Department <br /> Year End Review <br /> Highlights for 2020: <br /> Ordinance Amendment— Guest Quarters in Accessory Structures. In 2020 the <br /> Planning Commission began crafting an amendment to the City Code to allow Water <br /> Oriented Accessory Structures (boat houses)and to allow Guest Quarters and Guest <br /> Cottages. The DNR has intensified their requirements for amendments within the <br /> Shoreland Area and the initial amendment will need to be redrafted. The DNR did <br /> approve our request to allow Guest Quarters in a detached accessory structure. <br /> Ordinance Amendment— Maximum Accessory Structure Size in the Shoreline <br /> Residential Zone. The City Code has included a cumulative maximum accessory <br /> structure size of 1,280 square feet in the Shoreline Residential Zone. We found that on <br /> larger lots that this maximum was not relevant. Existing impervious coverage limits will <br /> regulate allowable size. <br /> Ordinance Amendment— Signs. The City Council directed the Planning <br /> Commission in March to repeal/amend the Zoning Code to change its <br /> requirements/prohibitions regarding signs. Council Members, Planning Commission <br /> Members and stakeholders met and developed a streamlined sign ordinance. <br /> General Review of the Zoning Ordinance —This was directed by the City Council <br /> as part of the 2021 Work Plan. The above Ordinance Amendment for Guest Quarters in <br /> Detached Accessory Structures was the result of a request by a Planning Commission <br /> member. The above Amendment for Maximum Accessory Structure Size in the <br /> Shoreline Residential Zone was requested by Staff. Several Ordinance Amendments <br /> have resulted when the existing City Code has been questioned. <br /> Work with the HRA&EDC to develop a workforce housing plan— Staff has <br /> reviewed the Crow Wing County Housing Study and will be happy to work with the HRA <br /> and EDC when requested to. <br /> 11Page <br />
