Presentations 5.1. Sheriff Dahl - Sheriff Dahl was unable to attend. 6.1. Planning Commission Report Report received by Council. 6.2. Direct Sale of Tax Forfeited Land Subject Property - .24 acres located adjacent to North Sleuter Road on the west side of Sibley Lake which includes 9 feet of lakeshore frontage on Sibley Lake. Justin Burslie noted that Crow Wing County is requesting to classify the subject tax forfeited property as "Non-Conservation". He noted that the Planning Commission has determined that the property is not developable due to the size and is recommending to reclassify it to non-conservation with the condition that the property be consolidated with adjacent property owned by the purchasing party. COUNCIL MEMBER SJOBLAD MOVED THAT THE PROPERTY BE RECLASSIFIED TO NON-CONSERVATION AND THE PROPERTY BE OFFERED FOR SALE TO THE ADJACENT PROPERTY OWNER WITH THE CONDITION THAT THE LOT MUST BE CONSOLIDATED WITH THE ADJACENT PROPERTY. COUNCIL MEMBER GARDNER SECONDED THE MOTION. MOTION CARRIED 5-0. 6.3. Ordinance Amendment Regarding Digital Signs Justin Burslie explained that the Chamber of Commerce, American Legion and School District have made application for an ordinance amendment to allow digital/changing message signs in the commercial areas of the City. The Planning Commission held a public hearing and had discussion on the proposal. Following the public hearing and discussion the Planning Commission recommended that the amendment be denied because it is in conflict with the community character section of the Comprehensive Plan and because the City has determined that dynamic displays will
