Applicable Ordinances <br /> Section 17-13.4 AMENDMENT <br /> The City Council may adopt amendments pursuant to Minn. Stat. §462.357, as amended, <br /> to either the Zoning Chapter, Zoning Map or Overlay Maps in relation to the land uses <br /> within a District or the boundaries of the District(s). Such amendments shall not be <br /> issued indiscriminately, but shall only be used as a means to reflect changes in the goals <br /> of the community or changes in the conditions of the City. <br /> 1. Procedure. <br /> D. The City Council shall review the recommendations and shall <br /> make a timely decision. The City Council may amend the Land <br /> Use and Subdivision Chapter by a majority vote of all its members. <br /> The adoption of an amendment of any portion of the zoning <br /> chapter which changes all or part of the existing classification of a <br /> zoning district from residential to other commercial or industrial <br /> requires a two thirds majority vote of all members of the governing <br /> body. <br /> Recommendation <br /> The Planning Commission recommends the application be denied based on the following <br /> findings of fact: <br /> 1. The amendment is in conflict with the "Community Character" section of the <br /> Comprehensive Plan. <br /> 2. The City has determined that "dynamic displays" will compromise the "small- <br /> town, north woods feel'and"sense of place"of the city. <br /> Pequot Lakes Council Report Recommendation#1 <br /> July 1,2014 <br />
