EDC Minutes <br /> November 16,2021 <br /> Page 2 of 2 <br /> 6. HRA Update <br /> Ms. Duus stated the city has formally requested the entire financials for the <br /> Pequot Lakes HRA. Chair Lottman stated he will be attending the HRA Board <br /> meeting tonight to formally request the financials and investigate the HRA's <br /> role with the city. <br /> Mayor Gardner explained the city levies to assist the HRA with the West Grove <br /> Townhomes expenses. <br /> Mr. Jurchen stated that he has talked with a couple board members.The board <br /> member he spoke with explained to him that the amount of paperwork that is <br /> required to establish "new housing"opportunities is extensive and there is not <br /> enough staff at this time to continue thatprocess. <br /> 7. Workforce Housing Update <br /> Mr. Jurchen gave an overview of the staff report regarding waiving the <br /> WAC/SAC fees for new construction within the mapped area. <br /> Discussion ensued regarding single family residences versus apartment <br /> housing, area the program would include, housing pricing,timing of the <br /> program, ordinance requirements and marketing possibilities. <br /> Tyler Glynn asked the Commission if there is a downside to adding <br /> Commercial properties and or extending the program to all areas with current <br /> infrastructure. <br /> COMMISSIONER CROCHET MOVED TO BRING THE WAIVER POLICY TO <br /> THE CITY COUNCIL AT THE DECEMBER 7, 2021, MEETING. <br /> COMMISSIONER REICK SECONDED THE MOTION. MOTION CARRIED 6- <br /> 0. <br /> Mr. Jurchen gave an overview of Pequot Lakes residential tax base and <br /> revenue, as well as the Minnesota Department of Revenue Economic <br /> Market Value. <br /> Discussion ensued regarding property values, land opportunities, economic <br /> opportunities, City American Rescue Plan Act(ARPA)fund possibilities and <br /> housing needs. <br /> 8. BLAEDC Update <br /> Mr. Glynn gave an overview of the American Rescue Plan Act(ARPA)fund <br /> uses. <br />
