City Council Minutes <br />June 3, 20�4 <br />Page S of 9 <br />ARTICLE 2 OF THE CITY CQDE RELATING TO THE REGULATfNG <br />AND KEEPING OF DOGS. COUNCIL MEMBER GARDNER SECONDED <br />THE MOTION. MOTION CARRIED 4-0. <br />10.4 TIF Request for Trailside Estates <br />The City Clerk stated that the Design Review Team met with the <br />developers who are requesting TIF for an affordable housing project at the <br />Trailside Estates Development. She expiained that the de�elopers <br />c�iscussed a concept for tF�e project that consisted of affordable housing, a <br />storage building and the possibility of a small assisted �i�ing complex <br />mixed in with the f�ousing, The Council discussed whether there is a need <br />for affordable housing in #he City. TF�is ir�formation may be re�ealed in a <br />housing study being compfeted by Crow Wing County. The Clerk <br />reminded tF�e Council that tf�ey previot�sly auihor�zed staff to work with the <br />developer to begin the TIF app�icatior� process, but the de�efope� has <br />since asked the Councif to consider if there is a�teed for affordable <br />housing in the City and whether they are truly open to a TIF housing <br />project. <br />Council Member Pederson stated he would not support tax increment <br />financEng for a residential housing development. It was the consensus of <br />the CouncFl tha# there is not a need �or affordable housing in the City at <br />this time and that they would not support #ax increment for the proposed <br />de�efopmer�t. <br />COUNCIL MEMBER SJOBLAD MOVED NOT TO SUPPORT TAX <br />INCREMENT FINANCING FOR A RESIDENTIAL HOUSING <br />DEVELOPMENT IN THE ClTY. COUNCIL MEMBER PEDERSON <br />SEC�NDED THE MOTIQN. MOTION CARRIED 5-0. <br />10.5. Utili Biliin. Clerk Resic�nation <br />The Cfertc informed the Counci! #hat JoAnn Tuil has s�bmitted heT <br />resignation as Utility Billing Clerk effective June 27th <br />The Clerk stated tF�at the Perso�nel Committee wiil be meeting to discuss <br />possible restructuring of the position and will have a request for #he <br />Councii to begin the hiring process at the July Councif ineeting. <br />The Council acknowledged JoAnn Tuils letter of resignation. <br />11.
