City Council Minutes
May 6, 2014
--------------------------
The Council acknowledged Jean Clark's resignation from the Library
Board.
COUNCIL MEMBER GARDNER MOVED TO APPOINT MELISSA
BIRCH TO THE LIBRARY BOARD WITH HER TERM EXPIRING
DECEMBER 31, 2016. COUNCIL MEMBER AKERSON SECONDED
THE MOTION. MOTION CARRIED 4-0.
10.2. TIF Request — Trailside Estates
Brad Person, attorney, and Eric Johnson, developer approached the
Council. Mr. Person stated that the developer is looking at ways to
economically develop the Trailside Estates property. He explained that it
costs about $180,000 to 190,000 to build a home. If the developer could
be assured that the house would cost $150,000, they could start the
project now rather than waiting for a few years. Mr. Person acknowledged
the fact that the City has contributed about $164,000 in WAC and SAC
connection fees. The developer questioned the Council whether they
would consider a housing development TIF project.
Council Member Sjoblad questioned whether the lots would remain the
same size. Eric Johnson stated that the plan is to double the lot sizes from
the current size. Tom Johnson, father of the developer, stated that there is
a need for affordable housing. He noted that if TIF is granted, the district
must be built out in five years which would be a benefit to the City. Council
Member Sjoblad noted that he would rather see a mix of housing in the
development rather than all homes at one price. He would like to see
some higher priced homes mixed in with the affordable housing. Mayor
Adams suggested giving up the $164,000 in place of TIF.
The Council was assured by the attorney that it would not be making a
commitment to TIF by allowing them to proceed with the application
process. He further noted that the applicant would be responsible for costs
associated with the TIF application.
COUNCIL MEMBER SJOBLAD MOVED TO AUTHORIZE STAFF TO
WORK WITH THE DEVELOPER TO BEGIN THE TIF APPLICATION
PROCESS. COUNCIL MEMBER GARDNER SECONDED THE MOTION.
THE MOTION CARRIED 4-0.
10.3. Park Commission Ordinance
