City Council Minutes <br />February 3, 2014 <br />Page 8 of 9 <br />----------------------------- <br />371 AND THE FACILITY PLAN. COUNCIL MEMBER AKERSON <br />SECONDED THE MOTION. MOTION CARRIED 5-0. <br />9.5. Citv Enqineer Update <br />The Council reviewed a memo from City Engineer Tim Houle which <br />reported on Highway 371, the WastewaterTreatment Facility Plan, Nelson <br />Road, and road criteria. <br />10. City Clerk Report <br />Report received by Council. <br />10.1. Equipment Certificate Bid <br />The City Clerk noted that Bids for financing terms for equipment <br />certificates for the dump truck-snow plow were delivered to the four local <br />banks in the City. The City received one bid from Lakes State Bank and <br />staff is requesting the Council to accept the offer. <br />COUNCIL MEMBER SJOBLAD MOVED TO APPROVE THE <br />RESOLUTION 14-05 PROVIDING FOR THE ISSUANCE AND SALE OF <br />$193,000 GENERAL OBLIGATION EQUIPMENT CERTIFICATES, <br />SERIES 2014A TO LAKES STATE BANK AND LEVYING A TAX FOR <br />THE PAYMENT THEREOF. COUNCIL MEMBER GARDNER <br />SECONDED THE MOTION. MOTION CARRIED 5-0. <br />10.2. Chamber Buildinq Lease <br />The Clerk noted that the Chamber of Commerce leases the chamber <br />building from the City. The Chamber has made loan payments to the City <br />for the building which is now paid in full. The current lease will end on <br />August 31, 2014. At the Chamber's request the City has been involved in <br />several meetings to discuss changing the lease options. The City's <br />building committee has also discussed the options. <br />The Clerk stated that she believes the City and Chamber are close to <br />agreeing on the terms. The only point of contention seems to be that the <br />Chamber has requested the City to pay the utilities and the Building <br />Committee does not agree with that. <br />The Building Committee is requesting the Council to consider its <br />recommendations regarding the terms of the lease. The Building <br />Committee is proposing to charge Chamber a lease, however, the lease <br />
