November 9, 2009 <br />The Honorable Mayor and City Council <br />City of Pequot Lakes <br />4368 County Road 11 <br />Pequot Lakes, MN 56472 <br />RE: Engineering Services Proposal <br />SuperValu Public Utility Improvements <br />Dear Mayor and Members of the Council: <br />Brainerd I Baxter <br />7804 Industrial Park Road <br />PO Box 2720 <br />Baxter, MN 56425 -2720 <br />Tel: 218.829.5117 <br />Fax: 218.829.2517 <br />www wsn.us.com <br />We understand the City is considering entering into an agreement with a Developer proposing <br />construction of a SuperValu grocery store in the City, along with associated sanitary sewer <br />collection and water distribution improvements necessary to serve the facility. It is our <br />understanding that as part of this agreement, these sanitary sewer and water improvements are <br />to be turned over to the City as public facilities after their completion. <br />The City has requested that WSN provide a proposal for periodic construction observation <br />services during the construction of these future City facilities as well as an estimate of their <br />probable cost. <br />On several recent projects we have worked on with the City, day -to -day observation of <br />construction activities has been performed by City staff, with periodic visits by WSN personnel <br />to verify general compliance with project plans and specifications. On these projects, we have <br />worked with Mike Loven, the City's Public Works Supervisor, to coordinate the timing of these <br />visits. <br />Our proposal is to provide construction observations services for this project on an hourly basis <br />using the attached fee schedule; coordinated with City staff as mentioned above. <br />Based on a 5 -day visit during lift station construction, 1 day visits weekly during the remainder of <br />construction, and a 10 -week construction schedule, we estimate the cost of these services to be <br />$13,200. Please note that this cost is estimated and can vary significantly due to the <br />construction contactor's means and methods, by weather, and by other factors beyond our <br />control. <br />If you are in agreement with our proposed scope of services, please sign below and return one <br />copy of this letter to us as our authorization to proceed.
