Donation to the Paul Bunyan Scenic Byway The Clerk stated that the Park Board has recommended that the City contribute $500 to the Paul Bunyan Scenic Byway. She noted that this is a budgeted expense in the 2009 Park Budget. COUNCIL MEMBER MALECHA MOVED TO CONTRIBUTE $500 TO THE PAUL BUNYAN SCENIC BYWAY FUNDED FROM THE 2009 PARK BUDGET. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5 -0. 12.3. Budget and Reporting Process The Clerk noted that at the last Council meeting the Council directed staff to change the style of budgeting to a seasonal style of budgeting. She stated that the Council requested information as to how much time it would take to implement this style of budgeting. The Clerk indicated that it would be difficult to judge how long the process would take as it would `- depend on the number of items that would have to be seasonally budgeted and the amount of research to determine when invoices are paid. She stated that in researching the topic she found that this is not a common method of budgeting for cities. Council Member Ryan stated he would work with the Staff to see which items have to be allocated. Council Member Malecha stated she is happy with the current method of budgeting. COUNCIL MEMBER SJOBLAD MOVED TO RESCIND THE MOTION MADE ON NOVEMBER 3RD REGARDING THE BUDGETING PROCESS. MAYOR ADAMS SECONDED THE MOTION. COUNCIL MEMBER MALECHA AND COUNCIL MEMBER SJOBLAD VOTING AYE; MAYOR ADAMS, COUNCIL MEMBER RYAN, AND COUNCIL MEMBER NAGEL VOTING NAY. MOTION FAILED 3 -2. 12.4. Christmas Eve Day The Clerk requested Council permission to close the Clerk's office and Public Works Department on Christmas Eve Day. `1
