NightCAP Grant <br />Chief Braam noted that the Police Department is applying for a three -year <br />grant to work the NightCAP program. He explained that the State <br />reimburses the City for the officers working this program. <br />COUNCIL MEMBER NAGEL MOVED TO APPROVE RESOLUTION 09- <br />39 AUTHORIZING EXECUTION OF AGREEMENT FOR A GRANT WITH <br />THE MINNESOTA DEPARTMENT OF PUBLIC SAFETY FOR THE <br />NIGHTCAP PROGRAM. COUNCIL MEMBER MALECHA SECONDED <br />THE MOTION. MOTION CARRIED 5 -0. <br />6.1.-6.4. 2010 Budget and Levy Public Hearing <br />The Clerk noted that the purpose of this public hearing is to discuss and <br />take public comment on the City's proposed budgets and proposed <br />property tax levy for 2010. <br />The Clerk noted that the preliminary levy is currently set at $1,527,690 <br />which is an increase of 3.51 % from the 2009 levy. She noted that the <br />�.. Council has since met several times with a goal of reducing the <br />preliminary levy. The Clerk indicated that after further budget cuts, the <br />proposal for the final levy is $1,446,000 which is a -1.94% decrease from <br />the 2009 levy. She noted that the final goal of the Council was to keep the <br />2010 expenditures in the General Fund even with those in 2009. <br />The Clerk reviewed the general fund expenditures by account. The special <br />revenue funds and enterprise funds were also discussed. The Clerk <br />reviewed the proposed HRA levy and budget. She stated that the <br />proposed 2010 budget and levy are $31,000 which is the same as 2009. <br />Mayor Adams opened the public hearing. <br />Cheri and Greg Seils stated that their market value went down but the <br />taxes in Pequot Lakes went up. Council Member Sjoblad stated that the <br />information received from the County included the preliminary levy.
