The Council <br />discussed the fact that it did not have enough information from Mr. Dotty <br />to determine if another off -sale license should be allowed. <br />COUNCIL MEMBER RYAN MOVED TO TABLE UNTIL FURTHER <br />INFORMATION IS RECEIVED. COUNCIL MEMBER SJOBLAD <br />SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />10.4. Health Insurance Renewal <br />The City Clerk requested the Council to approve the renewal for Health <br />Insurance with HealthPartners beginning October 1, 2007 to December <br />31, 2008. She reviewed the rate increases with the Council. <br />COUNCIL MEMBER ORASKOVICH MOVED TO AUTHORIZE THE <br />RENEWAL WITH HEALTHPARTNERS THROUGH NCSC FOR HEALTH <br />INSURANCE BEGINNING OCTOBER 1, 2007 THROUGH DECEMBER <br />31, 2008. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br />MOTION CARRIED 5 -0. <br />11%, 11. Maintenance Supervisor's Report <br />Report received by Council. <br />11.1. Request to Begin Process for Library Expansion <br />The Clerk noted that this item would be tabled until further information is <br />gathered. <br />13. Other Business <br />Wendy Canniff and Dave Canniff spoke about the Highway 371 project <br />and its affect on their property along County Road 11. They indicated they <br />were not informed of any meetings on this issue, that there is a page <br />missing from the EIS and suggested building an underpass under <br />Highway 371. <br />12. City Engineer <br />Tim Houle discussed the "brown water" issue with the Council. He <br />indicated that several tests were taken and it is assumed that the brown <br />water is a result of a chlorine gas in the pipes which breaks down the <br />
