Without a competitive advantage, we can assume that the development along the Alternate Alignment <br />`- in Pequot Lakes would mimic that which is seen in other communities. Some of it has positive attributes <br />and some is a long -term detriment to the communities that have it. Either way, it would detract from <br />the existing businesses in the community by allowing low - budget competitors to locate on the periphery <br />of the City, not only competing but also not adding to the overall business environment or making use of <br />the infrastructure investments that have already been made in the community. <br />\I.—.- <br />Cf <br />
