City Council Minutes <br />August 11, 2009 <br />Page 8 of 10 <br />from 2009. The main purpose of this budget is for payments of the <br />Chamber Building loan. The Chamber reimburses the City for these <br />payments. The Council made no changes to this budget. <br />• Business Park <br />Budget presented by Sandy Peine. The proposed 2010 Business Park <br />budget is $1,000. This is a decrease of $246,269 from the 2009 budget. <br />In 2009, the business park bond was paid in full. The Council made no <br />changes to this budget. <br />• Wages <br />The Clerk informed the Council that wages reflect a 5% increase. She <br />noted that the Cost of Living is presently at a negative -2.6% from <br />June 2008 to June 2009. <br />Council Member Ryan talked about the unemployment rate being <br />high. He noted that this is a year that the Council does not have to <br />make a wage increase. He noted that the Council should honor the <br />`-' union contract as it was done at a time when economic times were <br />different. He noted that the union wages will catch up with non -union <br />employees. <br />The Council discussed the wage issue. It was the consensus of the <br />Council that non -union employees receive a step increase and no cost <br />of living increase and union employees receive a step increase and a <br />2.5% cost of living increase as stipulated in the union contract. <br />• Levy Increase <br />The Clerk noted that the preliminary levy presented to the Council <br />shows a 7.13% increase from the 2009 levy. <br />The Council indicated it would like to see a revised preliminary budget <br />prior to setting the preliminary levy. The clerk noted this would be <br />done at the September meeting. <br />
