AGENDA ITEM #9.1
City of
Pequot
Lakes=_ -
REPORT TO CITY COUNCIL
Report Prepared by: Tim Houle
Date: January 5, 2021
Subiect: Heart of the Good Life (HOTGL) Larsen Parkway Project
Recommendation
Report: As previously approved public bids were obtained and opened for the
2021 Larsen Parkway Street and Utilities Improvement Project.
There were 13 Bidders. As indicated on the enclosed Recommendation Letter and
Bid Tabulation, the bids ranged from a little over $370,000 to a little over
$616,000. Our Engineer's Estimate of the Final Plans was $476,532.25.
Earlier this year, we estimated $294,400 for construction. Note, that this amount
also included some contingency. For internal budgeting purposes, we would
recommend the City carry a 5% contingency amount as a `cushion' for unexpected
items.
As previously mentioned, we did end up designing a bit more of the storm drainage
system for the overall development in this `first phase' than we originally
anticipated. However, with the grant and the relatively good bids, this approach
will facilitate moving into the next phase of infrastructure improvements.
As a reminder, the above amount was part of an application we assisted the City
with to the Minnesota Department of Employment and Economic Development
(DEED) for a Business Development Public Infrastructure (BDPI) grant. The City
was awarded a $164,700 grant for this project.
If the Council awards this project, we will work with the Contactor to execute the
Construction Contract, set up a pre-construction meeting, and get the Contractor
going on shop drawings and material ordering so construction can begin as soon as
