City of <br />Pequott <br />L <br />FOR DETERMINING WHETHER AN ACCIDENT IS <br />PREVENTABLE or NON - PREVENTABLE <br />Procedures to review accidents and learn their causes and corrections are very important <br />if future accidents are to be prevented. The Safety Committee shall also act as the <br />Accident Review Committee. <br />The Accident Review Committee shall analyze each accident to decide whether it was <br />preventable. In making this review, the committee should have a copy of the completed <br />driver's accident report available. The committee should decide whether the accident was <br />preventable or non - preventable based upon stated operations policies and recognized <br />defensive driving rules. <br />The National Safety Council generally defines a preventable accident as: ...... any <br />occurrence involving a motor vehicle which results in personal injury and /or property <br />damage, regardless of who was injured, what property was damaged, to what extent or <br />where it occurred, in which the driver in question failed to exercise every reasonable <br />precaution to prevent the occurrence." <br />The driver /committee members, through their accident review committee participation, <br />should develop a feeling that they have a part in the fleet safety program. The prevailing <br />attitude of each committee member must be to help drivers involved in accidents to <br />become better drivers. <br />All accidents must be reviewed on a non - personal basis. By following the method of <br />secret balloting to cast votes on the preventability or non - preventability of accidents <br />reviewed, each committee member will have the opportunity to vote as an individual. <br />All accidents shall be reviewed fairly and impartially with the prime objective of learning <br />how accidents can be prevented in the future. <br />The supervisor is the key person in coordinating the accident review committee's findings <br />concerning accident preventability with the affected driver. <br />If the accident is found to be "non- preventable," the driver should be so advised by the <br />supervisor. If the accident is found to be "preventable," the supervisor should sit down <br />with the driver and explain why it was so judged (based on the accident review <br />committee's explanation) and what measures can be taken to prevent recurrence of the <br />
