1%.. <br />8. Prior to construction on the site, the applicant shall provide the City with a copy <br />of the NPDES permit for the site. <br />9. The grocery store is required to connect to municipal sewer. <br />10. The applicant shall acquire, construct and maintain a connection from the west of <br />the property to Olson Street until such time as the City may construct a public <br />roadway through this area. <br />11. The applicant shall submit a signage plan for review by the Planning <br />Commission. Once approved by the Commission, the plan shall be fully <br />implemented. <br />12. A privacy fence shall be constructed that is six feet in height for up to 100 feet of <br />the length of the adjacent Pollnow property at a location to be coordinated with <br />the Pollnows. <br />13. The screening in the area adjacent to the highway shall be augmented with <br />additional coniferous trees. <br />All members voted "aye ". Motion carried. <br />APPLICANT: P. J. Smith, American National Bank <br />Applicant requests a Conditional Use Permit for Additional Signage. <br />Mr. Marohn explained the Staff Report. Applicant was represented by Marty Johnson. <br />Finding of Fact Number 5 should be omitted; it is repeated. <br />Public comment: None. <br />Public comment closed. <br />Condition Number three states Farmers Insurance and should be generic. <br />A motion was made by Dean Williams, seconded by Mark Hallan, to approve the <br />Conditional Use Permit for Addition Signage, based on the following Findings of Fact: <br />1. The request for a Conditional Use Permit is to allow a reader board that would not <br />conform with Section 17- 7.1(4)(C) which outlaws all flashing, revolving or <br />intermittently lit signs. Section 17- 7.1(5)(A)(6) allows for a sign concept plan for <br />anything that is not allowed in the sign section. <br />2. It has not been indicated whether or not the requested sign coordinates with other <br />signs on the property. The applicant has indicated there will be attractive <br />landscaping around the sign. <br />3. The proposed sign is two -sided with a total of 68 square feet. <br />4. The required sign setback for the Commercial District is one foot. The site plan <br />does not indicate the setback from the property line but it is 30 feet from the <br />roadway. The applicant has indicated that the proposed sign will be far enough <br />from the intersection so that its location does not cause a problem for cars at the <br />intersection of Brunes and West Grove Street. <br />5. The property contains two businesses, American National Bank and Farmers <br />Insurance.
