EDC/Brainerd HRA Meeting Notes <br />11/24/2020 <br />Rehab Existing Stock Program Options <br />1. SCDP —Small Cities Development Program. <br />a. Preliminary Proposals due Nov. 17th 2021. <br />b. Potentially Available for 2022 <br />c. Two Parts to Proposal to make more competitive. <br />i. Commercial Rehab: Slum/Blight/Streetscape. <br />ii. Residential Housing— Rental or Single Family. <br />d. May 2021 — Start working on Proposal —Brainerd HRA can help with. <br />e. Nov. 2021 — Submit Proposal <br />f. 18-19 Million Available — Usually 30 Million in Requests <br />g. Another Item to make Application Competitive: Show that we have also <br />committed money to the project. <br />L ACTION ITEM: Ask EDC To Commit $5,000 t, om 2020 fui m� to <br />SCDP Grant Application for 2022. Need Letter Committing the <br />funds. <br />h. ACTION ITEM: Meet with Rich Spiczka regarding program. <br />i. ACTION ITEM: Ask City council to commit any uncommitted funds to <br />SCDP grant application of 2021 for 2022 grant. <br />2. MHFA <br />a. For Social Security Recipients mainly— 30% of AMI ($21,000) <br />b. Funds to help with Roof/Windows, etc. <br />c. Call Brainerd HRA for individual circumstances for direction <br />d. See Brochure sent on email from John Schommer <br />Single or Multi -Family Home on Existing Lots <br />1. Housing Trust Fund — <br />a) Workforce Housing Mainly. <br />b) Can be used as Gap Funding Program or down payment help. <br />c) Used for Single or Multi -family construction or multi -family rehab, <br />ownership or down payment housing assistance. <br />(2) SSRP Fund — Used for Tax Forfeited Properties — buy out blighted properties. <br />a) City of Brainerd used this fund. <br />b) ACTION ITEM: Explore city budget for possible funds to omit to a buy <br />out program of lots to infill. <br />
