The Mayor explained that the purpose of the public hearing is to discuss and seek public comment on the City's proposed budgets and proposed property tax levies. She noted that on September 4t" the Council set the preliminary general tax levy at $1,591,794 which includes a tax abatement levy. Following several committee meetings and Council meetings, the preliminary levy has been reduced to $1,486,432. This represents a 0.34% decrease over the 2012 total levy. Mayor Adams noted that the property tax notices that were recently received were based on the preliminary levy which was set in September and reflected a 6.7% increase. Nancy Malecha gave a presentation on the City budgets and levies. Mayor Adams opened the public hearing. There being no public comments, Mayor Adams closed the public hearing. MAYOR ADAMS MOVED TO APPROVE THE FOLLOWING BUDGETS AS PRESENTED: • 2013 TAX LEVY BUDGETS • 2013 SPECIAL REVENUE & ENTERPRISE BUDGETS • 2013 HRA BUDGET COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5 -0. COUNCIL MEMBER AKERSON MOVED TO ADOPT RESOLUTION 12- 39 SETTING THE 2013 HRA LEVY AT $38,250. COUNCIL MEMBER RYAN SECONDED THE MOTION. MOTION CARRIED 5 -0. COUNCIL MEMBER SJOBLAD MOVED TO ADOPT RESOLUTION 12- 40 SETTING THE 2013 GENERAL REVENUE TAX LEVY AT $1,486,432. COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 5 -0. 5.2. EmDlovee Wages for 2013 The Mayor noted that the budgets reflect a 1.25% increase for employees in 2013 and that the union employees have not settled the union contract for the year 2013. COUNCIL MEMBER AKERSON MOVED TO APPROVE A 1.25% COLA WAGE INCREASE FOR NON -UNION EMPLOYEES IN 2013 WHICH IS CONSIDERED A NON -STEP INCREASE. COUNCIL MEMBER RYAN SECONDED THE MOTION. MOTION CARRIED 5 -0.
