August 19, 2009 Minutes <br />Housing & Redevelopment Authority <br />Commissioners present: Peterson, Youngberg, Marchwick, Jurchen, Nagel. Also present: Director O'Brien, <br />Assistant Director Anderson, tenants <br />5:02 P.M Chairman Peterson called to order the regular meeting of the Housing Authority. <br />Consent Agenda approved. M/ Youngberg S/ Nagel. All ayes motion carried. <br />Other Business <br />1. Mark Jurchen from Lakeland Agency presented information on property insurance, liability insurance <br />and bonding of employees. He reviewed the current policies the HRA has, and suggested reviewing the <br />coverage on the buildings and contents before going out for bid for 2010 insurance. Mark also discussed <br />the importance of having insurance certificates from all contractors who are doing work at HRA <br />properties. The HRA is drafting a policy on this matter. After this discussion, the board decided that <br />any contractor working on any HRA property will; Provide us with a current certificate of Liability <br />Insurance with a minimum coverage of $1,000,000, and naming the HRA as additional insured, Provide <br />the HRA with a current Workman's Compensation Certificate, or if the owner is a sole proprietors and <br />has no employees, a signed statement that they have no employees and are not required to have <br />Workman's Compensation insurance, Contractors will NOT be given master keys. They will be given <br />keys only to the areas in which they are working (i.e. exterior door keys, maintenance room key, and <br />specific unit keys). M/Peterson S/Youngberg. All ayes motion carried. <br />West Grove <br />5.1 Director O'Brien reminded the board that they had discussed not renewing the contract with KLKS <br />Radio after September. There is one vacant unit left, and there has been a lot of interest in it since the rents <br />were lowered. Director O'Brien asked for the board's approval to discontinue the radio advertising and not <br />renew the contract with KLKS after September. M/ Youngberg S/ Marchwick. All ayes motion carried. <br />5.2 At the July meeting West Grove residents Tom and Donna Luke stated that there was a clause in their <br />lease referencing a `painting schedule'. Director O'Brien was to review their lease and report back to the <br />board. Director O'Brien was unable to find the clause they stated was in their lease, and instead found out <br />from them it was in the Resident Handbook. After a phone conversation with the previous Director it was <br />discovered that although there was reference to a `schedule of painting' there was not a schedule in <br />existence. The board discussed this issue and decided to remove the clause from the handbook. M/ <br />Peterson S /Jurchen. All ayes motion carried. <br />Sibley Terrace <br />6.1 Director O'Brien asked the board if they had any questions about the plans and specifications for the <br />kitchen remodel. Staff is ready to advertise for bids, and wanted final comments from the board. No <br />changes were made. <br />6.2 Director O'Brien asked to close a savings account for Sibley Terrace that had fallen below the minimum <br />and was being charged a monthly service fee. M1 Peterson S/ Marchwick. All ayes motion carried. <br />
