City Council Minutes <br />September 1, 2009 <br />Page 5 of 11 <br />roads, water, sewer, etc. and for razing of buildings as all of these <br />improvements return to the City as equity; however, he does not want to <br />see the cost included in the TIF request for the purchase of land. Council <br />Member Nagel asked the developer if the building was a LEED building. <br />Pat Barrett indicated it is not a LEED building. <br />Council Member Sjoblad questioned if the lift station would service the <br />entire area? Paul Tucci indicated that it is sized to serve properties to the <br />north. Council Member Sjoblad questioned whether the proposed road <br />was public. The developer noted that it is a private street with an <br />easement to the City and the City will not have to maintain it. Council <br />Member Sjoblad stated that he would like a policy to deal with <br />redevelopment and further that he would need to review each TIF request <br />before giving approval. <br />Council Member Malecha state she would be in favor of future TIF <br />requests if a certain number of jobs were required and provided. She <br />indicated that in the past the City has provided TIF for retail when only a <br />couple of jobs were provided. <br />5.1.B. Request to Call a Public Hearing for TIF <br />MAYOR ADAMS MOVED TO ADOPT RESOLUTION 09 -25 CALLING <br />FOR A PUBLIC HEARING ON OCTOBER 6, 2009, FOR THE <br />PROPOSED ADOPTION OF A MODIFICATION TO THE <br />DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NUMBER <br />1 AND THE PROPOSED ESTABLISHMENT OF A TAX INCREMENT <br />FINANCING DISTRICT NO. 1 -14 THEREIN AND THE ADOPTION OF A <br />TAX INCREMENT FINANCING PLAN. COUNCIL MEMBER MALECHA <br />SECONDED THE MOTION. <br />ROLL CALL VOTE: VOTING AYE — COUNCIL MEMBER SJOBLAD, <br />COUNCIL MEMBER MALECHA, AND MAYOR ADAMS. VOTING NAY — <br />COUNCIL MEMBER NAGEL AND COUNCIL MEMBER RYAN. <br />MOTION CARRIED 3 -2. <br />5.1.C. Rezoninq Request from Commercial to Downtown Mixed Use, Paul Tucci, <br />Oppidan, Inc. <br />This item was postponed to the October 6, 2009, Council meeting. <br />6.
