COUNCIL MEMBER <br />SJOBLAD SECONDED THE MOTION. MOTION CARRIED 4 -1. <br />COUNCIL MEMBER RYAN OPPOSED. <br />COUNCIL MEMBER RYAN MOVED TO SET THE PRELIMINARY HRA <br />LEVY AT $31,000. COUNCIL MEMBER SJOBLAD SECONDED THE <br />MOTION. MOTION CARRIED 5 -0. <br />11.2. Date for Budget Public Hearing <br />The Clerk noted that the State Legislature repealed the requirement for <br />cities to hold a separate "Truth in Taxation" public hearing. She explained <br />that the City is required to hold a public meeting at which the budget and <br />levy are discussed and the public is allowed to speak. The final budget <br />and levy can be adopted at this meeting after public comment is received. <br />She also noted that this meeting may be part of a regularly scheduled City <br />Council meeting, and must be held between November 25th and <br />December 26th. The Clerk suggested that the Council take public <br />comment on the final budget and levy at the December 1St Council <br />meeting. The Council can then adopt the final budget and levy, or if <br />`-- needed, call a special Council meeting to adopt the final budget and levy. <br />COUNCIL MEMBER MALECHA MOVED TO TAKE PUBLIC COMMENT <br />ON THE PROPOSED 2010 FINAL BUDGET AND LEVY AT THE <br />REGULAR DECEMBER 1, 2009, CITY COUNCIL MEETING AT 6:30 <br />P.M. COUNCIL MEMBER NAGEL SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />11.3. Off Sale Liquor License <br />The Clerk noted that the Oasis Liquor Store is selling to J.M. Pequot LLC. <br />She noted that the application has been processed and the background <br />check complete. <br />COUNCIL MEMBER SJOBLAD MOVED TO APPROVE AN OFF -SALE <br />LIQUOR LICENSE FOR J.M. PEQUOT LLC, DOING BUSINESS AS <br />OASIS LIQUOR. COUNCIL MEMBER MALECHA SECONDED THE <br />MOTION. MOTION CARRIED 5 -0. <br />11.4. Consider A Resolution Declaring September 16th as American Legion Day <br />
