City Council Minutes <br />August 4, 2009 <br />Page 2 of 8 <br />----------------------- - - - - -- <br />COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />4. Open Forum <br />Justin Bolz- Andolshek, 27546 West Twin Lakes Drive, Owner of <br />Northern Food King, Questioned if the Mayor is proposing to help <br />people find jobs if Northern Food King goes out of business. <br />Kim Bolz - Andolshek, 27546 West Twin Lake Drive, Stated that this is <br />not the correct place to use TIF. Typically you do not see cities using TIF <br />in a competitive market. This TIF will affect six to eight businesses in the <br />community. NFK has 47 employees with 15 new employees added during <br />the past few years. She asked that public be educated on what this <br />means. She further stated that there would be a loss to this community <br />and a loss of jobs. She questioned why the City would approve something <br />that would cause collateral damage to a possible new project? <br />Meg Bye —1775 County Rd 17. TIF would be an issue for the school <br />district. She stated that she believes it is important for cities to have a tool <br />for certain types of development. The property that is being suggested <br />does not appear to be blighted. She feels the developer should absorb <br />these types of costs themselves. She indicated she does not see the "but <br />for" being accomplished nor is the location a part of the downtown. This <br />may result in the loss of a current business and current tax base. Because <br />money would not be available for school districts and counties, the <br />property taxes would be affected. <br />Ryan Carlson - 30601 Old Highway 371, Stated he agrees with Kim <br />Bolz - Andolshek and Justin Bolz - Andolshek. This is not just a TIF project; it <br />is people who live in the community. <br />Terry Desutter 30497 Highway 371 — Stated that very few cities have the <br />opportunity at this time to draw a developer of any kind. Further stated that <br />we have an opportunity now with a developer that wants to do business in <br />our community. <br />Brian Larsen 4587 County Road 11 — Stated that he hopes this Council <br />has the foresight to see what we have now. <br />Jeff Benson, 30515 Peguot Blvd. Stated he agrees with Kim Bolz- <br />andolshek and with Meg Ryan. Stated that the Council should be careful <br />IN1.1 how they level the playing field with the TIF money. He indicated he <br />moved here because of the small town atmosphere. <br />
