Water /Sewer Duplicate Bills
Please add an agenda item to our next City Council agenda for the
following:
In the past, we allowed Landlords (property owners) to request a
duplicate water and sewer bill for their property. Under our new
policy, we have limited billings to only one person, the property
owner. The owners are primarily responsible for the accounts and I am
not suggesting a change.
I have been requested by a landlord to send a duplicate bill out to a
tenant. This can be easily done by our billing system. This would be
helpful to landlords that travel and a small inconvenience for the
City. I understand that in the past, we have charged a duplicate
billing fee of $1.00 to cover costs and I would suggest that we
reinstate the policy that allowing for 1 duplicate bill be sent to whom
ever they want (probably a tenant).
Under this amendment to our policy, all property owners (landlords)
would receive a monthly bill as the party primarily responsible for the
service.
If requested by the property owner, the City will send out a duplicate
monthly billing to another party. The additional fee for this
duplicate billing shall be $1.00. We will not contact or pursue any
tenants for collection (only property owners), but will accept payments
from anyone that wants to pay an account.
This change should help the City to be more friendly to our business
owners who are landlords and would be an improvement in collections
through more timely notification of delinquencies for all the
interested parties.
Thomas J. Ryan
